Ban the use of chokeholds or other holds that intentionally restrict the airway/cut off the supply of oxygen to the brain, except in situations where deadly force is justified.

Make police misconduct records public knowledge, this includes reports of harassment, racial profiling, and sexual misconduct.
CONSENT SEARCHES

Require the presentation of a written form to any individual being probed to consent to a search. This individual must sign the form to show they are aware that they are allowed to refuse the search and what rights they will be giving up if they consent.
IMPLICIT BIAS TRAINING

Expand and make more frequent the implicit bias training that police officers receive.
USE OF FORCE REVISION
Progress: Partially Met
Review and revise the use of force policy to prohibit an officer from using force on a suspect who merely verbally confronts them, or is otherwise restrained. Also, ban the use of tasers, forcing to the ground, or rear handcuffing of pregnant people. Ban the use of tasers, except in situations where deadly force is authorized.
SHOOTING FROM A MOVING VEHICLE
Progress: Partially Met
Ban the discharge of a firearm from a moving vehicle or at a moving vehicle, unless there is an immediate danger to public safety.
PROHIBITION OF PRETEXT STOPS
Progress: Presented to the Mayor and Police Chief
De-emphasize the regulatory and equipment failure traffic stops that are used as a pretext to get to talk to somebody, and, instead, emphasize ones that are truly related to safety. Pretext stops are proven to increase racial and socioeconomic status.

USE OF FIREARMS

Officers should not holster, draw, point, or show their firearms unless they have a reasonable, nondiscriminatory basis to believe that there is an imminent threat of death or serious injury to themselves or others. All use of firearms, including drawing of a weapon, should be reported and immediately investigated
ANONYMOUS THIRD PARTY REPORTING FOR POLICE MISCONDUCT

Have a hotline where complaints of police misconduct can be collected by a third party, not associated with the police department. this would be for citizens and police to report misconduct or racial profiling without fear of retribution.

CITY REFORM INITIATIVES
STATUES ON MAIN STREET
Progress: COMPLETE
All of the statues on Main Street are of white people. This does not give off an accepting feel for ALL POC in Carmel. We are advocating for statues of color to be added to the Main Street collection.
DIVERSE PANEL

The mayor should support the development of and meet with a diverse panel of Carmel residents, quarterly, to continue the oversight of equity and diversity in Carmel.

EDUCATION REFORM INITIATIVES
CHIEF EQUITY AND INCLUSION OFFICER

It is important to have someone in the district that is trained to do this work. Hiring a chief equity officer is an important step to take.
SCHOOL IMPROVEMENT PLANS

Each school's improvement plan should have an explicit focus on racial equity of underrepresented groups.
IMPLEMENT AN EQUITY SURVEY

We must be able to measure improvement. Administer an equity, diversity, and inclusion biannual survey with annual goal metrics.
EQUITY TEAMS

Create an equity team at every school. This is relational work and there must be people on the ground doing it.

Revise and supplement the curriculum to include the study of the history and contribution of people of color year round, diversification of texts written by POC, and professional development for teachers on racial equity pedagogy.

Diversify hiring through all levels in the schools.
IMPLICIT BIAS AND CULTURAL AWARENESS TRAINING

Training for teachers, staff, admin, and SRO on implicit bias and cultural awareness upon hire and periodically through out employment.
INAPPROPRIATE RACIAL OFFENSES

District and school policy around "inappropriate racial offenses", ranging from class-wide education, reconciliation, detention, suspension, and making teachers mandated reporters of these instances. Add language to the anonymous reporting system that makes it clear that instances of racial discrimination can be reported there.
DATA STREAMLINING AND MONITORING

Publicly display and monitor data regarding unequal punishment for students of color as well as data showing academic achievement by demographic.
RACIAL EQUITY ORIENTATION FOR HIGH SCHOOL STUDENTS

High school students get orientations based on many topics. Racial equity is an important theme that will follow them through their life. They should be educated on this as well.
CULTURAL OPPORTUNITIES

Ensure that POC have access to rich cultural opportunities at school, utilizing outside help if needed. This includes representation of POC when bringing in guest speakers.
COLONIAL DAY AND THANKSGIVING

The way these topics are currently presented in our Elementary schools is riddled with cultural appropriation and white washing of history. Develop an alternative that is more respectful to cultures and the actuality of history.
PUBLIC STATEMENT DENOUNCING RACISM IN CCS

Students and families need CCS to acknowledge the struggles they face and a strong commitment that racism and discrimination have no place in CCS.
